RSMS 98 Compliance





Several RSMS programs have been produced, however one of the most commonly used programs is the RSMS program developed and supported by the University of New Hampshire T2 Center (UNH T2). In the RSMS training manual published in March 1996 it gives four basic criteria that local government agencies need to use is selecting a PMS:


  1. It is easy to learn and apply because most decision makers will have no formal technical training.

  2. It must be systematic and provide an organized approach to assure that all contributing factors are taken into account.

  3. It must be practical. Taking care of road and street systems is an ongoing real life activity and the management process must be both workable and realistic.

  4. It must be understood and accepted by the local board because there are no “free lunches” and a total commitment to the program is vital to make it work.




The UNHT2 Center produced the most widely used version of their RSMS program called RSMS98. This pavement management system has been used by hundreds of local government agencies all across the United States.
