It is essential that every local government agency have some type of Pavement Management System (PMS). The primary purpose of a Pavement Management System is to provide agencies with the information and analysis needed to apply the right treatment, at the right time, on the right road. When a Pavement Management System works well, it saves money for the city or county using it.
RSMS 98 Compliance
Several RSMS programs have been produced, however one of the most commonly used programs is the RSMS program developed and supported by the University of New Hampshire T2 Center (UNH T2). In the RSMS training manual published in March 1996 it gives four basic criteria that local government agencies need to use is selecting a PMS:
- It is easy to learn and apply because most decision makers will have no formal technical training.
- It must be systematic and provide an organized approach to assure that all contributing factors are taken into account.
- It must be practical. Taking care of road and street systems is an ongoing real life activity and the management process must be both workable and realistic
- It must be understood and accepted by the local board because there are no “free lunches” and a total commitment to the program is vital to make it work.
iWorQ’s PMS meets all the basic criteria of RSMS.
The UNHT2 Center produced the most widely used version of their RSMS program called RSMS98. This pavement management system has been used by hundreds of local government agencies all across the United States.
Web-based, Mobile Friendly
iWorQ’s Pavement Management System is entirely web-based, which means NO installation, NO upgrades, NO setup or configuration, NO software versions or releases, and NO licenses. With iWorQ there is nothing to install, so all your agency needs is a password. In addition to the easy-to-use web-based interface, iWorQ has integrated all the basic functions of GIS, and iWorQ’s PMS does 5 year planning and budgeting.
Every agency should be using GIS to make better Pavement Management decisions. GIS allows the agency to do better project level and network level analysis of their pavement management needs. iWorQ’s PMS allows the user to select data geographically, query and view data geographically, and easily display data geographically. iWorQ can add GIS to your existing RSMS data.
iWorQ has the best budgeting and planning tools on the market. Agencies can create 5 year plans, develop “What If” scenarios, and project how their treatment decisions affect the overall pavement network. It is easy to create a budget or a 5 year plan, print out reports and charts, and present the information to the city.
